Prof.Dr. Gerd Morgenthaler

was Born in Mosbach/Baden, Germany, in 1962. High school diploma in 1981; basic military service, Officer on the reserve list. University studies of Law (Faculty of Law) and studies of Economics (Faculty of Social Sciences) in Heidelberg; First Judicial State Exam, Heidelberg, in 1987. Legal trainee ("Rechtsreferendar") in the compulsory German state-run training program for judges and lawyers, which contained among others internships at courts and the administration of BadenWurttemberg, an audit and tax consultancy firm, and an international law firm in Sydney, Australia. Second Judicial State Exam, Stuttgart, in 1991. 1991 Graduation at the University of Heidelberg (Dr. iur.) with a doctor thesis on international tax law (“Die Lizenzgebuehren im System des internationalen Einkommensteuerrechts” = Royalty Payments in the System of International Income Tax Law). Research associate at the chair of Prof. Dr. Paul Kirchhof, University of Heidelberg, who was at that time a judge at the German Federal Constitutional Court; at the same time scientific editor of a multivolume commentary on German income tax law, and visiting lecturer at the University of Darmstadt. Postdoctoral lecture qualification (“Habilitation”) with a research paper on German constitutional law at the University of Heidelberg (“Freiheit durch Gesetz. Der parlamentarische Gesetzgeber als Erstadressat der Freiheitsgrundrechte” = Freedom by Legislation. The Parliamentary Legislator as the First Power Addressed by the Basic Rights Provisions Guaranteeing Freedom); in 1999 venia legendi in "Public Law including Finance and Tax Law, and Constitutional History of modern times”. Deputyship of chairs at the Universities of Marburg, Bonn, and Siegen. Full Professor of Public Law (German Constitutional and Administrative Law including the European and International Aspects), University of Siegen, since 2001. Academic Director, Siegener Institut für Unternehmensbesteuerung, Wirtschaftsprüfung, Rechnungslegung und Wirtschaftsrecht (SUWI). Academic Director, Institut für Europäische Regionalforschungen (IFER). From 2002 to 2004 ViceDean for International Cooperation of the School of Economic Disciplines, University of Siegen. Organizer of the International and Interdisciplinary Summer School ‘Security Issues in the South Caucasus and Central Asia’ (funded by the German Ministry for Foreign Affairs and the German Academic Exchange Service, DAAD, and private sponsors) at Qafqaz University (Baku, Azerbaijan) in 2010 and at the University of Siegen in 2012. Many research and lecturing visits abroad, inter alia in the United States, Chile, Portugal, Italy, Lithuania, Estonia, Greece, Turkey, Georgia, Azerbaijan, and China. Member of several national and international academic associations and scientific boards. Honorary Professor of the School of International Law, Northwest University of Politics and Law, Xi`an, China, since 2010. Professor Kathleen E. Mahoney QC

Professor Kathleen E. Mahoney QC has a JD degree from the University of British Columbia, an LLM degree from Cambridge University. She has been a professor at the University of Calgary faculty of law for more than three decades.  She was the Chief Negotiator for Canada’s Aboriginal peoples claim for cultural genocide against Canada, achieving the historic Indian Residential School Settlement Agreement, the largest financial settlement in Canadian history. She was the primary architect of the Truth and Reconciliation Commission and led the negotiations for the historic apology from the Canadian Parliament and from Pope Benedict XVI at the Vatican. She was counsel for Bosnia Herzegovina in their genocide action against Serbia in the International Court of Justice with the result that in subsequent legal proceedings the definition of genocide was interpreted to include mass rapes and force pregnancy as genocide offences. Among her many awards and distinctions, Professor Mahoney is a Fellow of the Royal Society of Canada, Queen’s Counsel, a Trudeau Fellow, and a Fulbright and Human Rights Fellow (Harvard). She received the Governor General’s medal for her contribution for establishing equality in Canada.


Prof. Dr. Dr. h.c. Wolfgang Babeck

Rechtsanwalt, Solicitor and Notary of New South Wales, Solicitor of England & Wales

Wolfgang Babeck is Rechtsanwalt and Partner with Buse Heberer Fromm. Most of his time he is based in Sydney, heading our Australian office. Wolfgang is also admitted as solicitor of England & Wales and as solicitor and notary in New South Wales, Australia. His focus is commercial law, company law, energy law as well as Australian law. He is a member of the practice group Corporate/M&A. Wolfgang services many well-known international companies in Australia. This includes large and medium size enterprises. As a skilled litigator he is often asked to settle conflicts in and out of court. He regularly acts as corresponding solicitor in Australia for a variety of international law firms. He further acts for a number of Australian companies active in Europe. Prof. Babeck is adjunct professor at the law faculty of Bond University in Australia. For his 20 year work on the Georgian constitution he was awarded an honorary doctorate by the Ilia State University of Georgia. During 2000 and 2001 he was chairman of the management board of Buse Heberer Fromm.
